middle of the texas tornado zone. lauren, good morning. >> reporter: reena and kendis, here in garland homes like these are torn up after a tornado ripped through here. president obama phoning the state's governor monday to offer support and follow up after the deadliest twisters in 90 years. the extreme weather doesn't end there. a tornado spotted in florida grazing an the panhandle. >> drive. get on the gas and go. >> sunday, it was arkansas. >> oh, my god. >> reporter: this after saturday just south of dallas -- >> that's it! that's a tornado! >> reporter: deadly twisters carved a 40-mile path across the landscape, splintering homes, spewing debris. nine tornadoes killed 11 people there. in the midwest, it's the water, ice, sleet and snow, snarling traffic from kalamazoo to kansas. in illinois, a school bus with students on it rescued with no

injuries after floodwaters swept it away. in oklahoma, nearly 200,000 without electricity. power lines no match for the high winds and freezing raincoating them. in iowa, visibility near zero. in amarillo, texas, along interstate 40 snow burying big rigs. in new mexico, a 12-foot snow drift entombing one couple for 20 hours till rescuers broke the windshield to free them. >> my wife was shivering and shaking so i got into the passenger seat because the driver's seat was full of snow. >> crews in this texas neighborhood are work fog fix power lines destroyed by the tornadoes. the most powerful here in 20 years. some 70 million americans are facing winter alerts across the country. lauren lyster, abc news, garland, texas. >> thank you so much. the weather was a factor in an airline accident in wichita, kansas. an alegion janet airlines jet

slid off an icy taxiway as it was about to take off for las vegas. the plane was going slowly and there were no injuries. the md-0 was not damaged. the first jet is stuck in the grass. those wichita passengers were just some of millions of travelers facing chaos at airports across is the country. nearly 3,000 flights were canceled yesterday and another 4800 delayed. the weather will mean more delays for travelers today across a wide region with hundreds of flights already canceled 37 our coverage continues with paul williams. hey there, paul. >> thanks, kendis, reena. the foos focus must shift towards the northeast. tuesday morning, scattered showers throughout pennsylvania going into jersey and towards the d.c. area. for the north, complicated driving conditions particularly along the interstates up towards eye 95. we also have complications with snow actually throughout the north central part of the

country. it's not quite snowmageddon but widespread cold and snow. >> our thanks to paul there. breaking news right now in the search for the so-called affluenza teen from texas. ethan couch has been found in port tote vallarta. the pair had been the subject of an intense manhunt since disappearing earlier this month. couch was found responsible for a drunk driving crash that killed four people. the so-called affluenza defense spared him jail time. he was on probation at the time. no criminal charges being filed against two cleveland police officers in the death of a 12-year-old boy. tamir rice was carrying a toy gun when he was shot dead last year. a rookie police officer killed rice within seconds after arriving on the scene. heart broken family members say they're disappointed about the grand jury decision. >> simply put, given this perfect storm of human error, mistakes and miscommunications by all involved, that day, the

evidence did not indicate criminal conduct by police. >> it was so clear from the prosecutor's behavior that he was trying to lose the case. that he was trying to exonerate the officers. >> prosecutors say there is a long list of mistakes which led to the tragedy, among them they say dispatchers failed to relay to officers that the person scaring people at the park was probably a juvenile with a toy gun. >> in the meantime, the trial tore for a second baltimore police officer charged in the death of freddie gray has been postponed. jury selection will start on january 11th. that's five days later than expected. caesar goodson is the second of six officers to stand trial. the first case ended in a mistrial. freddie gray died from injuries suffered while in police custody. his death set off days of riots. >> chicago's mayor is heading back erlfry vacation so he can confront his city's police crisis. emmanuel has been in cuba with his family and now heading into

a major controversy stemming from a police-involved shooting which left two people dead. alex perez reports from chicago. >> reporter: chicago on edge after yet another fatal police shooting, this time, 19-year-old quintonio legrier and his neighbor, bettie jones, a mother of five. her family demanding answers. >> for somebody to get shot for opening their door is just crazy. >> reporter: early saturday morning, police were called to this two-story home for a domestic disturbance. legrier reportedly threatening his father with a bat. our first look at where it all happened. authorities haven't explained how exactly the shooting unfolded, but loved ones say it happened right higher in this tiny hallway. they say bettie jones left her home, right here, went to go open the front door here and got caught in a spray of bullets. chicago police say jones was accidentally killed during that confrontation with legrier. legrier's mother says her son, who was an engineering student, had mental health issues, but insists he was never violent. >> that wasn't his character.
